MANSTON INTERNATIONAL AIRPORT - PETITION; MOTION; AND EVALUATION AND VALIDATION REPORT

The preliminary findings of an independent report (Stage 1) which consider the viability of Manston Airport will be discussed by Cabinet members this week (Thursday 31 July).
The report, commissioned by Thanet District Council and undertaken by aviation industry experts Falcon Consultancy Limited, looks at the past operation of the airport and explores the potential activity needed for it to successfully operate in the future.
At the meeting, Cabinet members will be asked to decide whether they accept the recommendations contained within the report and to share this with the airport’s current owners.
If agreed, Cabinet will then instruct officers to proceed to Stage 2 of the viability assessment to develop a high level Business Plan – which would be necessary to support the Local Plan process and any potential future procurement for an appropriate investor/partner.
The Council would then carry out a market testing exercise to establish the level of interest, in line with the conclusions in the independent report – before starting a full procurement process.
A decision regarding compulsory purchase of the airport will not be made until an Indemnity Partner is identified following the procurement process.
This week’s meeting follows receipt of a petition presented to Full Council on Thursday 10 July calling for the council to CPO the airport.

  3. Why is roger gale so insistent on not hearing the facts, even an independent report. Roger Gale saying "TDC labour council will use this report to kick it in to the long grass" You would wonder why they commissioned the report in the first place? Oh yeah to see if Manston is viable or not, why, if they cant show it to be viable then how will they look when they go to court using a CPO on Gloag. As that is a vital for a successful CPO.

  4. I cant understand why the Council is allowing the first auction to include the Generators and Miscellaneous items, and why the second auction has not been stopped. By the sale of those assets the owner changes the land use from an airfield, without any planning procedure. (Other items can be argued as operators' equipment). Why is there not a cease and desist injunction on such activity, rather than the forced response of a hasty single council meeting based on a single hasty report. Heathrow and Gatwick and the air above is saturated with their futures still in discussion, Manston is a national contingency asset, and presumably featured as part of the reasons for EC investment on road infrastructure in the area. There is plenty of scope for an airfield on the "isle" - other areas all have their airfield - whether highly commercial (freight/passenger), leisure, with potentially sophisticated air-related residential/commercial as you get in the States. The French customarily own and lease out their local airfields. Whether £100m is a realistic cost or not, it is still only half the cost of a Boeing 777, showing the value in the industry. The land is a registered airfield and the owner should keep it potentially operational as such, stopping sale of those assets which prevent that, and if the owner wishes for a change of use, properly apply for it for proper full consideration.

    1. Hazel, it is possible but unlikely that an expensive legal injunction to prevent the owners of the airport from selling any of the airport equipment would work.

      There are several factors that would probably prevent this.

      One being that the previous owners were running a passenger airport whereas post cpo it is likely that the airport would be a freight hub and breakers, so there is the argument that some of the equipment wouldn’t be needed.

      Another is that it is very difficult to get an injunction to stop someone selling a diverse amount of their own property.

    3. Barry the firm handling the auction usually handles liquidation auctions and I have some experience of these as I have bought from them in the past, when booksellers have gone into liquidation.

      The buyers, for the most part are buying in bulk for resale, they are normally people who use these auctions regularly and are very experienced, I would expect most of the bidding to occur near the end of the auction.
