Riveroak directors also failed on another score when they broke the non disclosure agreement they had with TDC and put confidential information into the public domain. This group wanted to be sure that RiverOak had been fully heard, that councillors and cabinet had been advised of all facts on RO's financial standing, that their executives had been treated with the respect they deserved, and that the sequence of cpo proceedings (including the much disputed "bond") had been accurately understood and managed with transparency and accountability to the chamber.
